Personality:
Arya has always fought against what is expected of her. As a young lady in Winterfell there were a great many expectations placed on her which she never wanted nor tried to live up to much to her parents chagrin. She was never any good at being a lady (sewing, speaking or acting appropriate, or wearing fancy dresses). Instead she always took to what would be more the territory of boys. She wanted to fight, to learn to use a sword and a bow, and to play in the mud. It is actually those traits which kept Arya alive when her father was taken prison and later executed. Because she never acted a lady it was very easy for her to be mistaken as a boy. This meant she was able to escape Kings Landing, under the pretense of being another young lad destined to serve at the Wall, when all the while the Lannister's were attempting to track her down. Yoren cut her hair and told her to act like a boy and this really wasn't all the difficult for her as plenty of people already mistook her for one already.

Arya has a very strong sense of justice and of right and wrong. If you cross her, she's quick to judge you harshly, even to the determent of her own well being. For example, in season 1 she doesn't even hesitate to stand up to Prince Joffrey for the sake of her friend, Mycah, who'd had no standing at all as a butcher's boy. She even goes so far as to threaten Joffrey's life, holding his own sword to his throat during their altercation. She'll openly call anyone a liar or an awful person straight to their face, regardless of what they might be able to do to her. She's quick tempered and doesn't always think her actions through before doing them and this sometimes gets her in trouble. When she has her altercation with Joffrey, for example, or when she openly taunted the prisoners in transport to the Wall simply because they were rude to her. Jaqen H'ghar put it best when he said that she had 'more courage than sense'. Some of that open hostility did dull a bit while she was in hiding at Harrenhal. While she was still rash, she didn't want Tywin to figure out who she was while serving as his cupbearer. That, however, didn't stop her from tiptoeing along the lines of danger, implying once that while her brother Robb could be killed, 'anyone could be killed' while pointedly looking right at Tywin. It was lucky for her that Tywin appreciated her spunk and that she reminded him of her daughter Cersei, or this fire may have gotten her killed. 

The list of those she wanted to kill was borne out of her strong sense of justice as well. At the end of season 2, she wants dead those responsible for killing her father (Cersei, Joffrey, Ilyn Payne), her dance/sword master Syrio (Meryn Trant), her friends Lommy (Polliver) and Mycah (The Hound), as well as all those killed by the hands of the Mountain during her time in Harrenhall. At this point in the series Arya's list is long and she's yet to kill any of them, but desperately wants to and is utterly fascinated by Jaqen's abilities to kill. So far she's only killed one person, a boy who'd been attempting to stop her fleeing during her father's capture.

Along with her sense of justice, there is a strong sense of loyalty to her family and friends, most of all to her bastard brother Jon Snow. They were both the outcasts growing up, so they grew very close because of that. Her relationship with her sister, Sansa, is the most strained in her family simply because they were always so different. For all her dislike of her sister, she still does care for her even if decisions she's made (siding with Joffrey over her after their fight in season 1) greatly upset her. She still cares what happens to her, because despite it all Sansa is still her sister and their father made it clear that they needed to stick together.

Arya is also incredibly stubborn and strong willed. She never shies from speaking her mind and telling anyone what she thinks be it positive or negative (although with her it's usually something negative). She's also incredibly clever for her age and at this point in canon getting quite apt at quick thinking and lying, simply to keep herself alive. While being stuck in Harrenhal as Lord Twyin's cupbearer, Tywin knew she wasn't telling him the entire truth but she was able to keep him from suspecting who she really was. If he'd ever found out Tywin could have used her against Robb as a bargaining chip in the war. But she was able to keep that from him and while he may have suspected that she was more than the daughter of a stonemason, he didn't come close to finding out the truth.

Personal Moral Codes: Arya has very strong opinions of what's right and what's wrong. If you're rude, she'll tell you. if you're a killer, she'll tell you that you should die horribly. She very much cares about how people are treated and will be kind provided you aren't unkind to her. The moment you are she is very quick to turn on you. She if very opinionated about standing up for others and having courage. Unyielding courage and fighting back against wrongs is something that she feels especially strongly about and if others don't feel the same way, she judges them for it. She doesn't have a problem killing, but only if its done for just reasons and if she feels that person deserves it.

Insecurities/Personal Demons: Arya is still dealing with and grieving the loss of her father. She's also been away from the rest of her family for some time and has no idea how they are. She is obsessed with seeking revenge on people who've wronged those she cares for and this is constantly on her mind, muttering the names of her list each night or she can't fall asleep. Thoughts of revenge plague her as does worry that she won't ever get to see any of her family again.

Abilities/Powers/Weaknesses: She's been training how to sword fight, but it still very much amateur in her skills, she's very good at sneaking around silently but not supernaturally so. She has no other powers or weaknesses other than what might come naturally with being a very short 12 year old girl.

Abilities/Power/Magic Warping: At this point in Arya's canon she doesn't have any magical/powerful abilities that would require nerfing. Unless being a stubborn brat counts.
